The European Court of Justice (CJEU) ruled in the landmark Bosman case (1995) that EU football players have the right to move freely at the end of their contracts, essentially granting them the right to a free transfer. 

However, it's important to note that this right applies to transfers between clubs within the European Union, not just to all EU football players. Additionally, the ruling also addressed restrictions on the number of foreign players from other EU countries in national leagues. 

The CJEU ruled that restrictions on the free movement of EU football players within the EU were discriminatory and violated EU law. 

This meant that players could move to another EU club at the end of their contract without their old club being able to demand a transfer fee.
